The significance of Germany as a site for power plant construction against the background of an increasing internationalization of innovation processes

The project was funded by the Volkswagen-Foundation . It took examples of technologies from the power plant sector to illustrate the interactions between the innovation activities in progress in various countries, giving special consideration to their innovation systems. A major priority was the analysis of activities undertaken by multinational enterprises (MNE). Cross-impact analysis was used for the analysis of the interdependence of the innovation system environment and the MNE activities concerning coal power plant technologies in Germany and China. The project was worked in cooperation with the Research Centre Juelich (FZ Juelich), Programme Group Systems Analysis and Technology Evaluation (STE) and the Centre for European Economic Research (ZEW), Research Department Environmental and Resource Economics, Environmental management.

A panel consisting of innovation experts, industry experts, and China experts participated in a Delphi survey on the factors influencing MNE strategies in the fields politics, industry characteristics, R&D, locational conditions, and MNE characteristics. The experts assessed the relative importance of the factors and discussed their interdependence in three workshops. Subsequently the expert judgements were be analyzed using the CIB method and a scenario describing the R&D internationalization till 2020/25 was developed.
